Terms of service

These Terms govern your use of WhatDoIOweCY. They are intentionally short. Read them. If you don't agree, don't use the service.


1. What WhatDoIOweCY is (and isn't)

WhatDoIOweCY is an independent vehicle-obligations dashboard. It checks supported sources for camera fines, road-tax status, MOT and insurance indicators and shows deep links to the relevant official information or payment portal.

What we do: perform a check only on your explicit instruction, store the resulting status in your dashboard, and notify you about supported changes.

What we do not do:

  • We do not process payments for any government service. Every government payment is a redirect to JCC Smart or another relevant official channel. We never see or touch a card number for those payments.
  • We do not give legal, tax, or financial advice. The information we surface is data, not advice. "This fine is outstanding" is not "you should pay this fine".
  • We do not dispute fines, file appeals, or renew driving licences.
  • We are not affiliated with the Government of Cyprus, Cyprus Police, JCC Smart, the Road Transport Department, or any municipality. We are an independent service that acts on your instruction.
  • We do not operate in Northern Cyprus / TRNC.

If our information conflicts with what an official portal says, the official portal is correct. Tell us and we will fix it.


2. Eligibility and accounts

You can use WhatDoIOweCY if:

  • You are at least 18 years old.
  • You are looking up vehicles or accounts you own or are authorised to manage.
  • You are not blocked from doing business with us under EU or Cyprus sanctions law.

2.1 Email verification

You must verify your email address before adding any vehicle to your account. This is an abuse-prevention requirement and is non-negotiable.

2.2 One person, one account

One account per natural person. Family plan members share an organisation but each has their own login. Fleet customers are organisations, with multiple admin and member seats.

2.3 Account security

You are responsible for keeping your password and MFA factors safe. We recommend enabling MFA; on Pro and above, MFA is enabled by default. Tell us at [email protected] if you suspect unauthorised access.


3. Acceptable use

The full list lives at /acceptable-use. The headline rules:

You must not:

  • Look up vehicles, ID numbers, or accounts you do not own or are not authorised to manage. Plate enumeration, stalking, debt-collection lookups, journalism on private individuals via our service: prohibited.
  • Resell, redistribute, or republish data you obtain via the service.
  • Scrape, mirror, or systematically extract data from WhatDoIOweCY itself.
  • Use automation or scripts to interact with the service except via APIs we have explicitly published for that purpose.
  • Create multiple accounts to bypass rate limits, free-tier limits, or abuse-prevention controls.
  • Probe, attack, or attempt to bypass our security controls. (Coordinated security research with prior contact at [email protected] is welcome — see §11.)
  • Use the service in a way that violates Cyprus law, EU law, or the terms of any official portal we link to.

We rate-limit lookups and vehicle additions per plan and per IP. We may flag accounts for human review on suspicious velocity, and we operate honeytrap plates whose lookup triggers an alert. Persistent or serious violations result in account suspension or termination, with a refund of unused subscription time where the breach was not your fault.


4. Plans and pricing

All prices are in Euro. Cyprus VAT (19%) is added at checkout for Cyprus consumers; reverse charge applies for EU B2B Fleet customers with a valid VAT-ID (validated against VIES). Annual plans receive approximately 17% discount.

Free is forever-free. We may change plan features and pricing on 30 days' notice by email; price changes only apply to your next renewal, never mid-period.


5. Billing terms

5.1 How we bill

  • The initial mobile release is free and has no in-app purchases.
  • If Pro, Family, or Fleet plans become available, their current price, renewal interval, trial (if any), and cancellation terms will be shown before you explicitly consent. Stripe will process subscription payments; WhatDoIOweCY will not store full card numbers.

5.2 Renewals

  • Subscriptions renew automatically until cancelled.
  • For monthly plans, you receive a receipt email after each renewal showing the next renewal date.
  • For annual plans, we send a renewal reminder email at least 7 days before the renewal date, with the amount and a one-click cancel link.
  • We never charge you without explicit, logged consent. Plan changes require a clear confirmation step.

5.3 Failed payments

If a payment fails, Stripe retries on a smart schedule. After the first failure we email you a link to update your card. After three failed attempts the subscription enters past_due. After 14 days in past_due (30 days for Fleet), we downgrade you to Free; vehicles beyond the Free limit become view-only (not deleted) until you reactivate.

5.4 Invoices

Every invoice is downloadable as a PDF from Settings → Billing. We retain invoices for 7 years for tax and accounting purposes.


6. Cancellation

  • Cancel from Settings → Subscription → Cancel in one click. No retention dialogs, no surveys, no countdowns.
  • You keep paid features until the end of your current period.
  • A confirmation email is sent immediately.

7. Refunds

The full policy is at /refunds. The headline:

  • 14-day cooling-off period for first monthly subscription per EU consumer law (Directive 2011/83/EU, transposed into Cyprus Law 133(I)/2013): full refund, no questions asked, within 14 days of first purchase.
  • Annual plans: pro-rated refund of unused full months on request, processed within 7 days.
  • Fleet (B2B): as per the order form / DPA in your contract.

8. Your data and content

You own the data you put into WhatDoIOweCY (uploaded EAC PDFs, settings). For everything else:

  • Lookup snapshots are derived from official portals on your instruction. We hold them on your behalf for the retention period defined in your plan.
  • We process your personal data per the Privacy Policy at /privacy. The Privacy Policy is incorporated into these Terms.
  • You grant us a limited licence to process the data you submit, only for the purpose of providing the service.

You can export everything we hold (Settings → Privacy → Export) and delete your account (Settings → Privacy → Delete) at any time.


9. Service availability

We aim for high availability but do not offer a contractual SLA on Free, Pro, or Family plans. Fleet contracts may include a separate SLA in the order form.

We rely on third-party portals (Police, RTD, JCC Smart, EAC, municipalities). When those portals are down, slow, or change shape, parts of the dashboard may be unavailable. When this happens we show "we couldn't reach this service, last successful check was X" with the last cached value visible. We do not return stale data labelled as fresh.


10. Changes to the service

We may add, remove, or change features. Material removals (e.g. dropping a data source) trigger an email to affected users at least 30 days in advance. If a change materially reduces what your plan offered when you purchased, you can cancel and request a pro-rata refund.


11. Security and vulnerability disclosure

Send security reports to [email protected]. We operate a 90-day coordinated disclosure window. We will not pursue legal action against good-faith research that:

  • Stays within scope (our own apps and infrastructure, not the official portals we link to).
  • Does not access, modify, or exfiltrate other users' data beyond what is necessary to demonstrate the issue.
  • Gives us reasonable time to fix.

Bug bounty cash is not currently offered; we maintain a public hall of fame.


12. Limitation of liability

This is a €5/month consumer service. We work hard, but we are not insurance.

To the maximum extent permitted by Cyprus and EU law:

  • We provide the service "as is" and "as available". We do not warrant that lookups will be complete, error-free, or uninterrupted.
  • We are not liable for missed deadlines, surcharges, fines, late fees, or any other loss caused by acting on (or failing to act on) information shown in WhatDoIOweCY. The official portal is the source of truth — always check it before paying.
  • We are not liable for unavailability or errors of third-party services (JCC Smart, EAC, government portals, payment processors, sub-processors).
  • For any other liability arising under or in connection with these Terms, our total aggregate liability in any 12-month period is capped at the greater of (a) €100 or (b) the total fees you paid us in the 12 months preceding the event giving rise to the claim.
  • Nothing in these Terms limits liability that cannot be limited under Cyprus law: liability for death or personal injury caused by negligence, fraud, gross negligence, or wilful misconduct, or your statutory consumer rights that cannot be waived.

If you are a consumer in the EU, your statutory rights under the Cyprus implementation of Directive (EU) 2019/770 (digital content and services) are not affected by these Terms.


13. Termination

You can terminate by deleting your account at any time.

We can suspend or terminate accounts for:

  • Material breach of §3 (Acceptable Use), §5 (non-payment after the failed-payment process), or applicable law.
  • Suspected fraud or abuse, pending review.

Where we terminate for breach, we will tell you why (unless legally prohibited) and give you a chance to export your data, except where the breach is severe enough that immediate suspension is justified (e.g. active enumeration attack, fraud, threats to other users).


14. Governing law and disputes

  • These Terms are governed by the laws of the Republic of Cyprus, excluding its conflict-of-laws rules.
  • The courts of Nicosia, Cyprus have exclusive jurisdiction, except that consumers retain their statutory right to bring proceedings in their place of residence under EU consumer law.
  • Before litigation, please email [email protected]. We will respond within 5 business days and try to resolve the dispute in good faith.
  • EU consumers can also use the EU Online Dispute Resolution platform: ec.europa.eu/consumers/odr.

15. Miscellaneous

  • Assignment: you may not assign your account; we may assign these Terms to a successor entity in connection with a merger, acquisition, or restructuring, with notice.
  • Severability: if any clause is unenforceable, the rest survives.
  • No waiver: failure to enforce a clause is not a waiver of it.
  • Entire agreement: these Terms plus the Privacy Policy, Acceptable Use Policy, Refund Policy, and (for Fleet) the order form / DPA are the entire agreement between us.
  • Languages: these Terms are published in English and Greek. The English version controls.

16. Changes to these Terms

Material changes are notified by email at least 30 days in advance. Continued use after the effective date constitutes acceptance. If you do not accept, cancel before the effective date for a pro-rata refund of any unused paid time.
